Missing admin-api base tag in cockpit

      Description

      Reproduce:

      • Add admin-api="some_url/api/admin/" to the base tag in the cockpit index html

      Expected:

      • Provided admin api endpoint is used

      Observed:

      • admin api endpoint is determined based on the cockpit-api endpoint

      Hint:

      • In tasklist, there is a separate admin-api entry in the base tag. This entry is missing in Cockpit
      • Cockpit has hardcoded admin path based on the cockpit-api entry, see here

          One thing to keep in mind. admin-api attribute in base tag should be used if provided, but if not then it cockpit-api attribute should be used as in previous versions, otherwise it would be breaking change and breaking change cannot be included in path release.
