      Description

At the moment the process instance modification plugins are always enabled out of the box. This means whenever a diagram is rendered the corresponding modification operations (like the wrench, drag and drop of badges etc.) are added to the diagram. In case of a large process diagram (with a huge number of flow nodes) this can lead to a longer rendering time of the diagram.

To avoid this, the modifications plugins should not be enabled out of the box. Instead there should be switch where a user can enable the modification mode. Only then the modification operations are available at the diagram.

I will do back-porting together with other tickets. For now I will just leave it as 7.8 ticket.

Modification plugin will be enabled after first visit to modification tab. It cannot be disabled after that.
